Can I use cWhois Domain Cart inside a Joomla CMS system

I have PHP cWhois domain cart and i want to use this cart in joomla .

Not entirely sure what you mean. Are these Joomla extensions? If so you should use the Extensions -> Install / Uninstall Extensions area. You can either upload the zipped component / module / plugin or upload the unzipped files to a directory and install from there.

Alternatively, if you just have some files you could FTP them up to somewhere and within Joomla create a Menu Link of type External Link and point it to the FTP files you uploaded.
