A Quote Website? What would be a good CMS or Open Source program for this.

I am wanting to know what would be a good script or system to use so that I can accept quotes, people can fill out a form out of certain trades/services and then I can get quote requests from companys that have signed up.

Anything out there that would be PERFECT for what I want to do?
