404 and Google

I've recently restructured some of the directories on one of my sites. Because I am using a CMS and changed SEF URL components, it is not so easy to redirect. I'm wondering if it is better to make it so all of the pages from the old non-existent directory go to a 404 page, or if i should redirect the incoming links of the pages from old directory to a single new page? Would this create a duplicate content penalty?

what do you mean of "single new page"? do you mean you were just created an another page that would the same to your old directory? i think much better if you will redirect a page to one of the essential of your site..
