301 Redirect concerns

I read that 301 redirects will also pass along page rank.

Will a lower page rank be passed along to a higher ranked page, and override it?

I have two nearly identical sites, one is very old and has established links, but traffic has fallen drastically since I stopped promoting the site, and page rank has dropped.

Before I remove the old site, I'd like to do 301 redirects to the new site pages. Just noticed the old site has a lower page rank now than the new site. If I 301 redirect the old to the new, will I lose the higher page rank? Will the lower page rank of the redirected page override the higher page rank of the new site?

My understanding is that your PR is an average of sorts from all the pages that link to you. So if you receive a link from another site 301 or otherwise I would think that it would impact your site as such. If you have many other in-bound links the effect should be negligible. Just my opinion.
