A few questions; Do you have a site already? If so what's the URL. Are you willing to pay for all this. Uploading what exactly? Swf files? Sounds to me like you'll need a CMS :)

Flash intro's can be very cool at times but they do take away from the site slightly as i generally leave once i see the loading bar :P

I agree with ian in regards the banner image, from an accessibility point of view the user would have to scroll down on every page to see the content thus annoying the user and resulting in them leaving............and none of us want that do we :) But there's a fine line between a cool looking...

You should change the above height to specify pixels instead of a percentage :) Or maybe even set it to auto! Or even put the whole thing in one container div and set the max height for all div's in that container.

cmsmadesimple might be overkill for just one page...if it were me i'd just wipe up a login page for updating the text. But if you don't know how to definitely go for cmsmadesimple :)
