Multiple Image Resizer (free download) has worked great for me doing batch resizing.

i would have probably just used a black paintbrush on the layer underneath to make a stroke, give it some gaussian blur or such and then duplicated and flipped horizontally.

Still sounds quite expensive, unless we are talking about a boatload of content. Being a charity group I would think that kind of money for copy writing somewhat excessive. I would do it for far less, and i'm not a lawyer :)

If I'm understanding you correctly, what I do is set my slices up in DIV tags as background images, which enables me to put text, tables or images on top of them. Hope this helps
