I'd love to help. But I really don't know the direction you want to go. If you were to add a little it would be easier to help out. or at least give us a better idea of what you are looking for. ;)

You can use the hue and Saturation under Image > Adjustments and select the saturation and just play around with it. Good luck :)

You also could use real spray paint and make the drips then take a photo of it and use photoshop to clean it up. Eye candy is a lot faster and it's cool because you get more that just a drip effect. :P
