i don't know how to put a table on top of my photoshop work. The only thing I can do is add layers unless I add all the content in photoshop which I don't want to do. explain the table theory to me?

I built my site using photoshop and dreamweaver MX. My site looks fine at the same screen resolution that I designed it in, but when I increase or decrease my screen resolution my layers move around. What can I do to fix this? my site is located at www.thefreeamerican.org Thanks
