I'd say the hosting is more important for localisation on search results than the particular domain name, although there are exceptions. But generally, Google ranks sites hosted in the same country as searchee higher than those which are hosted in a country outside of the searchee's country.

It depends what country you are in, it is better to buy from the same country and make sure they have good support in case you need any assistance. But prices can vary a lot so shop around, I know a lot of registrars in the UK have been putting their prices up recently because of the exchange...

I don't think any company would give you both free web hosting and a free domain name. Certainly not without them covering it in their advertising. Domain names are pretty cheap nowadays, surely you can scrape a few notes together to get one.

Has anybody had any good experiences of using an specialist SEO company to improve their performance on search engines? Can they really make a difference? What happens if they don't get you to the top of the search engines as they claim, do you get a refund?

Most broadband providers give you some free webspace to host a site on. Have you checked with your ISP?

It sounds a bit dodgy to me. I don't think you'd want to submit your site to all those directories as many of them are clearly just for SEO promotional purposes, the last thing you want is to get penalised. The forums probably can't do a lot of damage.
