What is the pre-website analysis, and suggest me what necessary step should be follow for it, and what things notedown to making a report of pre-website analysis.

Try using SiteReportCard.com. It's a free site analysis tool that can check broken links, validate HTML, improve meta tags, check spelling, etc.

Use Website SEO Tool at websitegrader.com. It is a free marketing Tool where you can track your competitors and optimize your sites.

I agree with mrandrei about using websitegrader.com. Great way to make sure you've covered the basic onsite SEO items. If the site is an existing site I would also suggest getting a report of where you are currently ranking for the key terms you are targeting so you can use them as a bench mark after your SEO campaign begins.
