testing web sites in older browsers

I design web sites for an organization which requires that all sites be designed to function in minimum browser requirement of IE 4.X and Netscape 4.X. I'm having difficulty finding browsers to download in these versions. Does anyone know where I can find them? I get lost when searching for them on the Microsoft and Netscape web sites. They keep redirecting me to the most current version. Thanks!
