Exclamation Desperatly need help with Browser cache

I am having trouble with a web site as I have updated the pages and some people using IE keep getting the old page.

I have changed all navigation links on the site to go directly to the exact URL now instead of say ../html/pagename.htm
I also added the refresh meta tag but still my client can't access the correct page. I assume this is a browser problem. Can anyone enlighten me on how to force the new page and what browser settings may be interfering please?
This woman is having a trantrum and I need to find an answer fast.

All is well. It does work. There was confusion over terminology with the lady.
