Creating Member Sites and other Criteria...

Hello, I am new to this website and have been looking into designing a somewhat complicated website. I don't have much experience, but I am looking for some information that would guide me in the right direction. I have a list of things my website would need, and if anyone knows any terms or coding which I can research that would be great.

I have Adobe Dreamweaver CS3.

Heres what I want to have.

1. A Member website that would allow people to sign up, register, have special access to pages where members would see certain information that normal users can't. It would need a secure payment system.

2. A site when people submit posts, certain pages automatically refresh to contain that post.

3. I have found a similar website for that which I would like to build. It allows users to click on criteria to bring up a certain page. No matter what criteria they pick, it always brings up the same url.

Any recommended programs or behaviors in dreamweaver or any other recommendations?
