eNom transfer of ownership?

I would like to transfer a domain name from a friend to myself through eNom.com but to do so will cost me at least $200.00 going by their website? I thought it was free to transfer a domain name through eNom? any info

transfer is free, but if the domain has expired, and in redemption period, then it can cost US$200 to reactivate the domain.
