Im a beginner im looking for a website design tool that is user friendly and can create a professional looking site!
i dont want to use a built in sitebuilder tool i want something more uniqe but user friendly!
Can anyone point me to the right direction?

You can always use Notepad.... Oh you said user friendly. I would recommend Dreamweaver. Frontpage is easy also, but I think it is junk.

Cheaper than Dreamweaver, you could try Webstudio which is VERY user-friendly. Once you get the bug, you'll want to move to designing in HTML and CSS - try out HTML-kit.

I second NVU or you can download seamonkey package which includes a version of NVU.

Most of the previous answers assumed you're looking for something to help you design and create individual web pages. I recently stumbled across a web _site_ template framework that lets me create entire websites in a few minutes - complete with database access, blogs, forums, polls, and much more.
If this sounds interesting, check out Drupal at http://www.drupal.org and get an internet provider with a cpanel interface (this will let you install Drupal in one easy step). And it's completely free!
Once you have installed Drupal, you can choose from numerous look-and-feel templates, which you can also completely customize. Here's a list of several free Drupal templates: http://themes.plusnix.net/theme_adc
The sites listed in my signature use Drupal, and I've converted most of my other sites to use it since it provides so many valuable features.
