Need a simple web design - anyone?

Ok so i want a website design. All i want on the website is one big jigsaw image.

I want a jigsaw image with a 100 pieces, and I want it totally blank.

I want to use each jigsaw piece as a link to another site. I would need to be able to edit the image within each piece and add a link to it. However at the moment I do not want to insert any particular links. I no very little about web design so I would need some advice on how to change the image from plain white to an image with a link.

I hope that makes sense, anyone think they can do it?
