Change default link title appearance

hello,

i'm looking for a way to modify the appearance of the link/image title on my website. I know there are some link tooltip Javascript but i'm looking to modify the default attribute so that I don't need to add a specific class and because i have some links that are automatically generated via a JS that i cannot modify .

For example in safari i have a lightly yellow box when hovering a link. How do I modify this appearance on my website with javascript/CSS for example ?
