With common knowledge of what is needed to create a glossy appearance, you can even use MS Paint.
I know I have ;], except Photoshop is best when it comes to these. |

I must say go for photoshop and download tutorials
about it. That environment alone do many tricks in making a design, icon or editing an image.

You can create a glossy icon with use of latest version of photoshop software and adobe illustrator. Photoshop and illustrator gives better tools option to create this type of logo so you can easily create glossy logo.
