Hi,
I suggest you to first start with Dreamweaver, as this is a popular tool which is used by every one for creating a web site. else it is important to learn HTML and PHP which is used for creating web site. As most of the web sites are created by using HTML which is the basic requirement. Thanks!!

I agree with this. yes, I can safely say that I do have a good sense of graphic design and I am glad with all your valuable inputs. I however, would like to make an interactive web site. Any suggestions

I kind of agree with you Andrea. I am currently just browsing the web for something similar, like I want to use Flash but make it SEO friendly as well. I will keep you updated on this

Website designing is all about being creative with the tools. I know designers who work wonders with simple applications like Notepad and Paint. As far as commercial tools are concerned you can use Dreamweaver for coding as other respected members have suggested above.
