I really can't think of a reason why you would want to create a pay-to-access site. That's like charging people to get into a public library.
The sensible and common thing to do is make the site public but have paid membership that unlocks additional functionality.

well a pay to acess site that is about web design if thats what ur website is about im sorry i couldnt get past the line next to the blog link or whatever it makes no sense to me why there would be a line there. bu pay to acess needs to give u something in return; so if ur like a pay to acess webdesing busines then thats pretty self explanity.
