Default Floating, movable tables?

I want to make my new personal website where I can put it all in one page, and make it easy to navigate in that one page.
So basically I want to create the dynamic page where the sections can be rearranged to movable section, preferably collapsible.
I was wondering how to do this in Dreamweaver CS4, as I really dont want to have to write any necessary coding.
