how do i make a bulletin?

alright guys... So I'm a noob. I need help building a bulletin page for my users to post on.. heres my site runs off of a social engine 3.10 template. I don't know where to begin? Is there a place i can just copy and past some code?

no, not like a full on forum, but something like myspace bulletin feature for my members
