Just read Google's webmaster guidelines. Anything outside of those guidelines would be something they don't like.

The way I understand black hat seo, is that it is a set of techniques that may get you listed above others in sneaky or illegitimate ways. These methods usually only lead to you getting removed from search results once the search engine catches on to your methodology.
