What would you say is the Best and Most important Website design Software? And Why?

I dont really use "Web Design" software, but I would probably say the best that I have used would be Dreamweaver. Easy to use and robust offering compared to a lot of other wysiwyg editors

Dreamweaver, Expression Web - because they are very functional and work well on an amateur and professional level.

Dreamweaver, mainly because of the code hilighting, server behaviors, site management, and all the other goodies it comes bundled with.

Dream weaver is a web development tool. For design, photoshop combined with imageready is smooth, easy and excellent transition into Dreamweaver.

I have also found a really cool CSS tool recently, and it is called SimpleCSS by hostm.com. Again, very easy to use, and it just cuts out a lot of the handwritten CSS by utilising easy to find drop down menus.
