Paying for a template

Hellow mates. I own a website, www.fusiontuning.com. It is not the testing area for PHP that i am learning. But the site used to be really nice, then it got old.
Anyways...I need a template for that site. It needs to be based on tuning, you know, www.superstreet.com tuning. Not nascar, lol. But yah. I am paying 70$ if you can set it up, code it etc. Make it look awesome. AND THEN show me how to use the php so when i changge something on the CSS etc. it will change it on the other pages..so I dont have to do EVERY page manually. Besides for that, all it needs is the commentable content...
The colors need to be BLACK, WHITE and orangish red.
Is this possible anyone?

I am not sure what you are looking for ... you mention PHP but the current site has no PHP in it.

Are you asking for a PHP based site?

Or are you just looking for a well laid out HTML / CSS site?

If you mean that you would like to have a php template based site, one header and one footer file to control the layout of your entire site i can quite easily help with this.
Here are a couple of sites I'm working on so you can see what my designs are like
