It's about different types of files that can be used in streaming and downloading.

Downloading is about accepting the file at your computer and then watching or listening to it, while in streaming no need to use the disk space of your computer as you may watch or listen to the file right after the moment streaming starts.
The majority of hosts supporting different file formats support streaming as well, say it's supported in serverpoint.com shared plans.

I believe streaming is real time meaning the data is being sent to you while you are listening/viewing. Download means you download the file right to your computer and have to watch it after its finished doing its thing

Also, streaming allows for lower bandwidth consumption, and progressive (downloading) makes the user download the entire video just watch the last part of it, generating higher bandwidth consumption. e.g. not able to move the play head past the downloaded portion of the video like you can in youtube.
