Problems with the yellow information bar

I just started to re-design my website, and I am getting really annoyed at the yellow information bar that comes up for persons that have microsoft service pack 2 installed. I would like to know how many people get that darn bar, and if it mucks up the website. By mucks up I mean the menu is always open instead of it being a drop down menu that opens when you click on the main button to each drop down.

Not sure what information bar you are referring to, but I dont get anything like that with sp2 installed.
