Looking to hire webdesigner. Will pay $50

I have a website idea, but the website requires the use of PHP and I only know HTML and some JavaScript. What I need done is someone to create a website to look like the template I will make, but allow it to have stuff show on pages depending on data in a table and also edit the table when a registerted member clicks certain links or buttons. Also, I need it so registered members are stored in a 1 file database because the webhost of my choice only allows you to have 90,000 files in your account, rather it reaches the space limit or not and if this goes well I will reach more than 90,000 members after a few years. Also, the main tables the site will run on which will be quit large, I will create myself. If anyone can make my website and make it work, they will be paid $50 once it's done.
