Default Is dreamweaver a framework for programing and building website?

i write php codes for website in notepad++ and dreamweaver. I hear a word
" framework".
What is a framework ?
how does it help?
is dreamweaver a framework?
what is the best framework for php?

Please help me.

Nope it is a application for developing HTML documents. PROVIDED you are already well versed and capable with web delopment markup language (HTML) and styling language (CSS).

frameworks can sometimes help.
more often than not though, the time it takes to get your head around the way they are designed (architecturally not visually) you'd be better sticking to your own tried and tested methods.
