Email Double Encode

I am trying to pass an email address (in a form field) to a query string that pre-fills a form field on another page. I have everything working perfectly except for the fact that the email address is getting double encoded. me% 2540me.com instead of me% 40me.com

I am not sure what is causing this. Can someone please help me find a solution?

FYI: This is in ExpressionEngine 2
