Language changes in Website

Hi,
I am designing a website and my customer asked me to have it in two ( French and English ) and for future more language to be added on.

I am looking to have some thing like http://www.clipconverter.cc/ to be design for him. But I dont have enough information.
1) Do I need to design each language a new one or a software or program will do it for me and I need only 1 design to be made.

Please give me step by step information

I have never seen a translation program that does even a decent job, let alone a perfect one. What you should do is write the text in your native language, French I presume, have it translated by a native English speaker that speaks good French, and include the two text clips by means of server side includes such as PHP.

I second this suggestion! Having more languages on one's website is indeed an advantage!
