How to resize a template? please help

I am using this template where there are sections at the top, then just a black background behind it. The problem is that the black part is too big, and much longer than the section bar at the top. I don't want to shrink the whole thing. I just want to decrease the length and NOT the width. I need to know how to do this in dreamweaver CS3. Any help would be greatly appreciated.
