Turn off shipping charge on cart?

A while ago I had someone add a shopping cart to my site. I'm not able to reach the person now. I want to find out how to turn off the shipping charges which are added to the purchase so I can promote free shipping. We did this once and I do not remember exactly how. Here is a link to the cart.

I thought it was just a minor adjustment to the code on this page but this is beyond my pay grade. Any help would be appreciated. Ideally I would like to be able to add a coupon code to be able to do this but not sure that's an option.
