Question Integrating Excel into a site?

Hey all,

Just wanted to see if anyone has heard of integrating an excel file into a site, whereas users could fill out an HTML form that communicates with an excel file, enters data from the form, excel does the formulas and graphs the info, then offers the user the graphs in pdf.

I know I can rewrite everything, say in PHP, but my client is trying to go the extreme cheap route...if there even is one. Has anyone heard of such a thing?

Thanks for taking the time to read, and perhaps comment.
