Default CMS or Not?

OK, my client has asked if i can build a sub site for him which will allow him to create and populate check lists for specific clients and then those clients to access and check off those lists once tasks are completed, also he then wants these lists to notify him if the client has not completed the tasks within a certain time frame.

I do front end web design and this sounds complicated, would this be possible with the likes of Joomla, Drupal or Wordpress? Or a bespoke CMS program or something else (simpler)?

No extensions spring to mind, but I suggest you do some digging in the Joomla extension directory to see if anything does what you need:
