When reading the Google webmaster guidelines it does forbid what's so called link exchange. If it is illegal according to Google why should anyone involve in doing it? What do you think?

Well, I don't think relevancy is a big deal when it comes down to getting links from other site. I understand that Google recommends it, but links that are not "relevant" also count.
