Default Best way to implement a "common header"?

So like most websites, I have a web design with a header (logo, title, nav bar, etc) and I was wondering how to implement this in HTML/CSS/whatever. The reason being that when I make some small change to the header, I don't want to have to go through every single HTML page and make that change.
