Scaling Web Banner Images

I am try to create a flash XML slide show web banner that is 777x200. My images are a different aspect ratio ( varying sizes from large 1869x1712 to small 266x266). I need to maintain aspect ratio and scale images to fit banner. It was recommended to use vector (SVG) as it is scalable without affecting image quality. However using AI and Inkscape, I am still unable to maintain aspect ratio without distortion. Any suggestions???
