Default Updates Help

Alright, so I'm kinda new to the whole website scene (Well, I have designed a bunch of simple sites before, but nothing to complex). I am designing a website and was thinking of ideas. I thought of an Updates section on the sidebar, and made it but here is my problem and hopefully, you guys can help me out. how can I make it so that the updates section automatically retrieves data from somewhere else on the site, and display it there so I don't have to manually edit the update's section for each web page for every update.

You can use CMS...

JOOMLA, DOTNETNUKE, DRUPAL

As I said I am pretty new to websites, so not sure what any of those, are, and how to use them, care to explain?

In addition, will this do what I am asking, or will it just do something along the lines of update all the pages with the new updates for me?

There has to be something like this right? I mean If I where to put the code <img src="/blah/blah.jpg"> on all the pages, whenever I would update that said image, all the pages would update with that new image, this has to be possible with text right?
